We don't have info about the isla Mujeres festival or tours but do know that Holbox is the main site for the whale sharks. Weather is about the same both months, (rainy season) and possibility of a hurricane increases as the summer progresses. Holboix is smaller than Isla and their entire focus is whale sharks during the summer, whereas Isla will be more crowded with tourists during school summer break.
